Administrative Expansion in Goa
Goa Creates Third District Kushavati: Goa has announced the creation of its third district named Kushavati, marking a significant administrative reorganisation. The announcement was made by Chief Minister Pramod Sawant, highlighting the state’s effort to improve governance at the grassroots level. Until now, Goa functioned with only North Goa and South Goa as its two districts.
The new district has been named after the ancient Kushavati river, which holds historical and geographical significance in the region. Naming districts after rivers is often intended to reflect regional identity and cultural heritage.

Composition of the New District
The Kushavati district will be carved entirely out of South Goa district. It will consist of four talukas: Dharbandora, Quepem, Sanguem, and Canacona. These talukas cover a large geographical area with significant forest and tribal regions.
Initially, administrative operations of Kushavati will continue to function from the South Goa district headquarters. The South Goa Collector will temporarily oversee district administration until a separate collector is appointed.

Quepem as the District Headquarters
The Goa government has designated Quepem town as the headquarters of the new district. Quepem’s central location within the proposed district makes it administratively suitable for coordination.
To ensure accessibility, the state has announced plans to strengthen bus connectivity between Quepem and distant talukas such as Canacona and Dharbandora. This step aims to reduce travel-related difficulties for citizens seeking district-level services.
Efficient transport infrastructure is considered essential for the success of newly created districts.
Aspirational District Status
The state government has proposed to develop Kushavati as an aspirational district. Aspirational districts are targeted for focused development through enhanced monitoring and financial support.
Under this framework, districts receive additional central assistance of ₹15 crore to improve governance outcomes. The funding is generally used for infrastructure creation, service delivery, and administrative capacity building.
A key justification for this status is that around 27% of the population in Kushavati belongs to tribal communities. Focused funding is expected to support inclusive development in these areas.

Notification and Implementation Process
The Goa government has indicated that a formal notification for the creation of Kushavati district will be issued shortly. However, full-scale functioning as an independent district will begin only after infrastructure, staffing, and administrative arrangements are completed.
This phased approach is intended to ensure administrative continuity while transitioning to the new district structure. Over time, Kushavati is expected to enhance service delivery and administrative efficiency in southern Goa.
