Goa achieves full literacy
Goa Becomes Fully Literate Under ULLAS Scheme: On May 30, 2025, as Goa celebrated its 39th Statehood Day, the state reached a historic milestone—100% literacy under the ULLAS – Nav Bharat Saaksharta Karyakram. Chief Minister Dr. Pramod Sawant made the announcement during a special event in Panaji, positioning Goa as the second Indian state to achieve this under the scheme.
Goa’s announcement didn’t come as a surprise. According to the Periodic Labour Force Survey (PLFS) 2023-24, the state already had a literacy rate of 93.60%. However, its own internal surveys showed that it had surpassed the 95% national benchmark, achieving complete literacy.
Government effort made the difference

Different departments joined hands—Panchayats, Social Welfare, Planning & Statistics, Women & Child Development, and more. Each unit identified non-literate individuals and enrolled them in structured programmes. This coordination helped ensure no one was left behind.
Role of volunteers and community workers
Swayampurna Mitras played a central role. These volunteers didn’t just spread awareness—they walked with learners every step of the way, from registration to getting literacy certificates. Alongside them, field workers from the Social Welfare Department actively helped track and enroll learners. It was a community-led success, powered by grassroots support.

The Goa Education Department, SCERT, school heads, and thousands of volunteers deserve special recognition. Their coordinated efforts across different levels ensured that literacy targets weren’t just met but exceeded. This proves how a people-first approach can bring lasting impact.
What is ULLAS Scheme?
The ULLAS (Ujjwal Learning for Lifelong Advancement and Skills) programme, launched in 2022, is a central scheme by the Ministry of Education. It is designed to make every Indian literate by 2030, in sync with the goals of NEP 2020. It targets adults aged 15 and above, offering learning opportunities to those left out of formal schooling.
It includes five pillars:
- Foundational Literacy and Numeracy
- Basic Education
- Critical Life Skills
- Vocational Skills
- Continuing Education
Impact across India
As of now, over 2.40 crore learners and 41 lakh volunteer teachers are registered on the ULLAS Mobile App. More than 1.77 crore learners have already attempted the FLNAT test, showing strong national momentum. Goa’s 100% literacy stands as an inspiring model for other states.
