Draft Reform to Speed Environmental Clearances
Fast Track Environmental Clearance Reform in India: The Ministry of Environment, Forest and Climate Change (MoEFCC) released a draft notification proposing two new institutional bodies to reduce delays in granting Environmental Clearance (EC). The proposed bodies are the Standing Authority on Environmental Impact Assessment (SAEIA) and the Standing Committee on Environment Impact Appraisal (SCEIA).
These institutions are intended to resolve delays caused when State-level authorities fail to function or when approvals remain pending beyond the permitted time limit. The reform aims to ensure faster decision-making for infrastructure and industrial projects.

Reason for Creating the New Authorities
Environmental clearance procedures are governed by the EIA Notification 2006, issued under the Environment Protection Act 1986. This framework requires environmental impact assessments before approving large development projects.
However, delays often occur due to the late reconstitution of the State Environment Impact Assessment Authority (SEIAA). When SEIAA becomes non-functional, proposals accumulate and are transferred to the central government for approval.
Such backlog increases administrative burden and slows down development projects. The proposed bodies aim to maintain continuity in environmental governance and avoid such disruptions.

Standing Authority on Environmental Impact Assessment
The Standing Authority on Environmental Impact Assessment (SAEIA) will function as a backup authority when the SEIAA is unable to operate.
If the SEIAA fails to communicate a decision within the prescribed time, the project proposal will automatically be transferred to the SAEIA through the PARIVESH Portal. This digital platform manages environmental approvals and monitoring in India.
The authority will then evaluate the proposal and issue environmental clearance decisions to avoid delays.

Standing Committee on Environment Impact Appraisal
The Standing Committee on Environment Impact Appraisal (SCEIA) will perform the functions of the State Expert Appraisal Committee (SEAC) whenever the SEAC becomes non-functional.
The Central Government will constitute an SCEIA for each State or Union Territory. This committee will review project proposals and provide expert recommendations required for environmental clearance.
This structure ensures that appraisal activities continue without interruption even if state-level committees are inactive.
Understanding Environmental Impact Assessment
An Environmental Impact Assessment (EIA) is a scientific decision-making tool used to predict environmental consequences of proposed projects. It evaluates ecological risks and helps select development options with balanced economic and environmental outcomes.
Under the EIA framework, projects are divided into Category A and Category B. Category A projects require approval from the MoEFCC, while Category B projects are handled by State governments.
Category B projects are further classified into B1 and B2, depending on their environmental impact and the need for detailed environmental assessment.
