Scheme approval and objective
Delhi Skill Development Scheme to Connect Artisans with Global Markets: The Delhi government approved the Chief Minister Skill Development Scheme to empower artisans linked with khadi, handloom, and cottage industries. The scheme aims to provide structured training, digital access, and financial support to improve artisan livelihoods. It focuses on connecting traditional skills with modern markets and increasing employment opportunities.
In the first phase during 2025–26, about 3,728 artisans will receive training with a budget allocation of ₹8.9 crore. The scheme will be implemented through the Delhi Khadi and Village Industries Board (DKVIB), ensuring proper supervision and transparency.
Static GK fact: The Khadi and Village Industries Commission (KVIC) was established in 1956 under the Ministry of Micro, Small and Medium Enterprises to promote rural industries.
Budget allocation and expansion plan
The Delhi government plans to expand the scheme significantly in the coming years. For the financial year 2026–27, an increased allocation of ₹57.5 crore is proposed to widen the scheme’s reach. This reflects the government’s commitment to strengthening the traditional artisan ecosystem.
The scheme aligns with the national vision of Viksit Bharat, which emphasizes skill development and employment generation. It supports inclusive growth by enabling artisans to participate in the formal economy.
Static GK Tip: The MSME sector contributes nearly 30% to India’s GDP and plays a major role in employment generation.
Training structure and financial support
Under the scheme, artisans will undergo 12 days of structured training, including a two-day Entrepreneurship Development Programme (EDP). Training will be conducted in small batches of 35–45 participants to ensure personalized guidance and effective skill improvement.
Beneficiaries will receive a stipend of ₹4,800, calculated as ₹400 per day, along with ₹100 per day for meals. After completing the training, artisans will also receive toolkits such as foot-operated sewing machines, helping them increase productivity and income generation.
This approach ensures that skill development translates into real economic empowerment.
Digital onboarding and ONDC integration
A major highlight of the scheme is the digital onboarding of artisans on the Open Network for Digital Commerce (ONDC) platform. Each artisan will receive a digital catalogue containing product photographs, descriptions, and personal profiles.
This digital integration allows artisans to sell products across India and reach global buyers. It eliminates intermediaries, increases profit margins, and enhances visibility for small producers.
Static GK fact: The ONDC initiative was launched in 2022 by the Government of India to democratize digital commerce and support small sellers.
Importance for khadi and traditional industries
The scheme strengthens traditional sectors such as khadi, handloom, and cottage industries, which provide employment to millions, especially women and rural communities. These industries are vital for preserving India’s cultural heritage and promoting sustainable economic development.
The initiative also supports the national focus on branding, quality improvement, and global market access. By combining traditional craftsmanship with modern technology, the scheme promotes long-term economic inclusion.
Static GK Tip: Khadi gained national importance during the Indian freedom movement as a symbol of self-reliance and economic independence.
