Report Background
Convergence Drive for MSME Scheme Efficiency: The ‘Achieving Efficiencies in MSME Sector through Convergence of Schemes’ report was released by NITI Aayog in January 2026. It examines how better coordination among government schemes can improve policy delivery for Micro, Small and Medium Enterprises.
The report highlights that fragmented implementation weakens outcomes despite significant public spending. Convergence is presented as a structural reform rather than an administrative adjustment.
Why Convergence Is Needed
The Ministry of MSME currently administers 18 different schemes. Many of these schemes have overlapping objectives, multiple implementing agencies, and varied eligibility criteria.
This leads to duplication of efforts, inefficient use of resources, and limited outreach to intended beneficiaries. Entrepreneurs often face confusion while navigating similar schemes with different procedures.

Two-Pronged Convergence Approach
Information Convergence
Information convergence focuses on integrating government-generated data across central and state levels.
This improves inter-ministerial coordination and evidence-based policymaking. The report cites PM Gati Shakti, which integrates 16 central ministries, as a successful example. Shared digital infrastructure enables real-time planning and execution.
Process Convergence
Process convergence involves merging similar schemes, combining common components, and fostering collaboration. This reduces administrative duplication and aligns scheme objectives.
The Vigyan Dhara scheme under the Department of Science and Technology is highlighted as an umbrella model. It brings multiple science-related initiatives under one unified structure.
Key Recommendations
One major recommendation is the integration of cluster development schemes. The report proposes convergence of SFURTI with MSE–Cluster Development Programme (MSE-CDP) to strengthen local value chains.
Another focus area is skill development convergence. Skill initiatives should be rationalised into a three-tier structure covering entrepreneurship skills, MSME technical skills, and rural and women artisan training.
The report also suggests an AI-powered centralized digital platform to integrate all MSME schemes. This platform would enable beneficiary mapping, fund tracking, and performance analytics.
Large flagship schemes like PM Employment Generation Programme and PM Vishwakarma should remain independent due to their scale and specialised objectives.
