New Partnership to Improve Air Quality
Clean Air Partnership Strengthens Pollution Control in Uttar Pradesh: India and the World Bank have launched a major initiative to address worsening air pollution in Uttar Pradesh, one of the most densely populated states in the country. The agreement involves a financial support package of $299.66 million to implement the Uttar Pradesh Clean Air Management Program.
The initiative focuses on improving air quality through coordinated action in transport, industry, agriculture, and urban governance. Uttar Pradesh has some of the highest levels of PM2.5 particulate pollution in India, making long-term intervention necessary for public health and sustainable development.

Expansion of Air Quality Monitoring

Clean transport also aligns with India’s broader National Electric Mobility Mission Plan, which aims to reduce dependence on fossil fuels and promote sustainable urban mobility.
Industrial Pollution and Brick Kiln Reforms
Industrial emissions remain another major pollution source in the Indo-Gangetic region. The program will support industries in adopting cleaner production technologies and emission control systems.
More than 700 brick kilns in Uttar Pradesh will transition to resource-efficient and low-emission technologies. Traditional brick kiln methods release large quantities of soot, particulate matter, and harmful gases, which contribute heavily to winter smog.
Modern kiln technologies improve fuel efficiency and reduce particulate emissions, making the brick manufacturing sector both environmentally and economically sustainable.

Pollution in the Indo-Gangetic Plains spreads across state borders due to wind patterns and geographic conditions. Therefore, improving air quality in Uttar Pradesh can positively influence neighboring states such as Bihar, Haryana, and Delhi.
The project is designed as a 10-year initiative, including a two-year grace period, and receives additional support from the Energy Sector Management Assistance Program (ESMAP), a global multi-donor trust fund promoting sustainable energy solutions.
