India’s digital census initiative
Census 2027 India’s First Fully Digital Population Count: India will conduct its 16th Census in 2027, marking a major shift towards fully digital enumeration. This will be the eighth census after Independence and the largest data collection exercise globally.
The census is conducted by the Registrar General and Census Commissioner, functioning under the Ministry of Home Affairs. Over 3 million officials, including enumerators and supervisors, will participate in this nationwide operation.

Digital transformation in enumeration
For the first time, census data will be collected using mobile applications instead of traditional paper-based methods. This shift ensures faster processing, improved accuracy, and real-time monitoring.
A major innovation is the introduction of self-enumeration, where citizens can submit their details through an online portal available in 16 languages. After submission, a Self-Enumeration ID will be generated for verification.

Legal framework and reference dates
The census will be conducted under the Census Act, 1948 and Census Rules, 1990, which provide the legal foundation for data collection. Participation in the census is mandatory, ensuring comprehensive coverage.
The reference date for most of India is 1 March 2027. However, for snow-bound regions such as Ladakh, parts of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the reference date is 1 October 2026.
Two-phase structure of census
The census will be carried out in two phases. Phase I (April–September 2026) will cover house listing and housing conditions, including amenities and assets.
Phase II, scheduled for February 2027, will collect demographic, socio-economic, educational, and caste data. This phase is crucial for policymaking and welfare planning.

Scale and infrastructure
The government has allocated ₹11,718.24 crore for conducting the census across 36 States and Union Territories. The exercise will cover more than 7,000 sub-districts and around 6.4 lakh villages.
A robust digital ecosystem has been developed, including mobile apps, GIS-based mapping tools, and real-time dashboards. A nationwide pre-test conducted in November 2025 ensured readiness of the system.
Significance and way forward
Census 2027 will enhance data accuracy, transparency, and efficiency through digital tools. It will also improve citizen participation via self-enumeration.
The data collected will play a critical role in shaping India’s future policies in areas like health, education, employment, and social justice. Successful implementation will position India as a leader in digital governance and large-scale data management.
