New Push for Inland Water Transport
Brahmaputra Waterway Infrastructure Expansion in Assam: Union Minister Sarbananda Sonowal, heading the Ministry of Ports, Shipping and Waterways, launched three major infrastructure projects along the Brahmaputra River in Assam on 28 February 2026. The projects were inaugurated in Dibrugarh, signalling a renewed focus on inland water transport (IWT) in the Northeast region.
These initiatives aim to strengthen river-based trade, tourism, and logistics efficiency along National Waterway-2 (NW-2). The government sees the Brahmaputra corridor as a major driver of regional economic development and cross-border trade.

Bogibeel Customs and Immigration Terminal
A major highlight of the initiative is the Customs and Immigration Complex at Bogibeel. The facility functions as a tourist-cum-cargo terminal, bringing together customs, immigration, and Inland Waterways Authority of India (IWAI) operations under a single administrative structure.
The complex includes arrival and departure halls, cargo handling areas, administrative offices, staff facilities, and integrated security infrastructure. This integrated approach aims to reduce procedural delays and improve cargo clearance efficiency.
By supporting Indo-Bangladesh Protocol routes, the terminal is expected to enhance seamless cargo movement between India and Bangladesh.

The new infrastructure will improve export-import monitoring, customs clearance, and trade facilitation mechanisms. Authorities expect the facility to reduce logistics costs and strengthen regulatory compliance for cross-border commerce.
Dhubri’s development aligns with the broader objective of expanding inland water transport’s role in regional trade networks.
Restoration of Heritage Building in Dibrugarh
The third initiative focuses on the renovation of the IWAI Heritage Building in Dibrugarh. The project blends architectural restoration with modern administrative facilities, ensuring both functionality and cultural preservation.
Apart from administrative activities, the renovated building is expected to promote river tourism and heritage conservation along the Brahmaputra riverfront.
This reflects the government’s strategy of balancing infrastructure development with preservation of cultural landscapes.
Strategic Importance for Northeast Connectivity
The three projects form part of a broader strategy to transform the Brahmaputra River into a major economic corridor. Under the National Waterways Act, 2016, multiple rivers across the Northeast have been designated for development.
In addition to NW-2 (Brahmaputra), other important waterways include NW-16 (Barak River), NW-31 (Dhansiri River), and NW-57 (Kopili River). These waterways support multimodal connectivity, lower freight costs, and regional integration.
Improved river infrastructure also strengthens India’s Act East Policy, promoting trade links with Bangladesh and Southeast Asia through sustainable water transport networks.
