Blockchain India Challenge for Secure Digital Governance: The Ministry of Electronics and Information Technology (MeitY) launched the Blockchain India Challenge on 23 February 2026 in New Delhi. The initiative was unveiled by Shri S. Krishnan, Secretary, MeitY, in the presence of senior officials and representatives from C-DAC.
The programme is a national-level effort to promote blockchain-driven governance models. It focuses on secure, scalable and permissioned blockchain systems for public administration.
Objective and Strategic Focus
The challenge aims to encourage Indian startups to design permissioned blockchain-based solutions tailored for government use cases. The emphasis is on ensuring regulatory control, auditability, and secure data management.
Blockchain technology ensures tamper-proof records and establishes a single source of truth across multiple systems. This improves transparency and reduces data manipulation risks in governance frameworks.

Governance Areas Covered
The challenge targets critical sectors of public administration. These include E-procurement, Supply Chain Management, Public Distribution System (PDS), Education, Healthcare, Agriculture, Power sector, Internet of Things (IoT) integration, Land Records, and Environment and Sustainability.
These sectors involve high-volume data and multi-layered verification systems. Blockchain integration can enhance efficiency and reduce disputes in record-keeping.
For example, land records digitisation has been a major reform area in India. A blockchain-based model can prevent fraudulent alterations and improve public trust.
Implementation Framework
The initiative is being implemented by the Centre for Development of Advanced Computing (C-DAC) under the guidance of MeitY. DPIIT-recognized startups partnering with government departments will be eligible for participation.
Selected startups will receive stage-wise funding support to develop ten impactful use cases across ten governance categories. The solutions must be scalable and capable of nationwide deployment.
