Bal Vivah Mukt Bharat Campaign Against Child Marriage: Child marriage remains a major social concern in India, affecting the health, education, and fundamental rights of children, particularly girls. Early marriage often leads to school dropouts, health risks, and economic vulnerability.

To address this issue, the Government of India has strengthened legal measures and launched awareness initiatives aimed at eliminating child marriage across the country. These efforts focus on community participation, legal enforcement, and empowerment of adolescent girls.

Legal Framework for Prevention

India has enacted several laws to curb child marriage and protect children from exploitation. The most important legislation is the Prohibition of Child Marriage Act (PCMA), 2006, which makes child marriage illegal and prescribes punishments for those arranging or participating in such marriages.

The law also empowers officials to prevent marriages before they occur and initiate legal action against offenders. It plays a crucial role in safeguarding minors from social and economic pressures that force early marriages.

Another supportive law is the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986, which protects children from exploitative labour practices and strengthens the broader framework for child welfare.

Role of Officials in Enforcement

The implementation of anti-child marriage laws involves multiple authorities working at the district and state levels. District Magistrates supervise enforcement and coordinate action through designated officers.

A key role is played by Child Marriage Prohibition Officers (CMPOs) who are responsible for monitoring communities, preventing child marriages, gathering evidence, and counseling families. They also conduct awareness programs to educate communities about the harmful consequences of early marriage.

These officers function under the supervision of State Governments and Union Territories, which are responsible for maintaining public order and enforcing laws related to marriage.

National Initiative Bal Vivah Mukt Bharat

To strengthen national efforts, the government launched the Bal Vivah Mukt Bharat initiative on 27 November 2024. The campaign aims to create a child-marriage-free India through awareness drives, monitoring mechanisms, and community participation.

The initiative focuses on identifying girls at risk, encouraging them to continue their education, and providing skill development opportunities. It also emphasizes the strengthening of Child Marriage Prohibition Officers and ensuring timely reporting of violations.

Hundred Days Special Campaign

On 4 December 2025, the government launched a 100 Days Special Campaign under the Bal Vivah Mukt Bharat initiative. The campaign targets schools, community leaders, and service providers associated with marriage ceremonies.

Local governance institutions such as Gram Panchayats and Municipal Wards are encouraged to declare their jurisdictions as child-marriage-free areas, promoting grassroots participation in the campaign.

Digital Tools and Monitoring

To improve reporting and monitoring, the government introduced the Bal Vivah Mukt Bharat Portal. The portal enables citizens to report incidents of child marriage and participate in awareness campaigns.

The platform also maintains a database of more than 66,000 Child Marriage Prohibition Officers across India. As of March 2026, awareness programs under the campaign have reached over 11.81 crore citizens, and more than 40 lakh pledges have been registered against child marriage.

Supporting Government Initiatives

Several complementary schemes support the campaign’s objectives. The Beti Bachao Beti Padhao (BBBP) programme launched in 2015 focuses on improving the status of the girl child and promoting education.

Legal support is provided through the National Legal Services Authority (NALSA) helpline 15100, while emergency assistance is available through Child Helpline 1098 and Women Helpline 181. These services are integrated with the Emergency Response Support System 112 for quick action.
