Parliamentary Recommendation on Auroville

Auroville Foundation and National Importance Status: The Auroville Foundation located in Puducherry has gained renewed national attention after a Parliamentary Standing Committee recommended granting it the status of an Institution of National Importance. The recommendation was tabled in Parliament in December 2025.

The committee emphasised Auroville’s global character, long-standing UNESCO endorsement, and its contribution to international harmony and peace. According to the panel, these features distinguish Auroville from conventional educational or research institutions.

Role of the Parliamentary Standing Committee

The recommendation was made by a Parliamentary panel chaired by Digvijaya Singh. The committee urged the Union Government to amend the Auroville Foundation Act, 1988 to formally recognise Auroville as an Institution of National Importance.

The panel highlighted that UNESCO has passed multiple resolutions since 1966 supporting Auroville. These resolutions recognise the township as an experiment in human unity and global cooperation.

Understanding Institution of National Importance

An Institution of National Importance (INI) is declared through an Act of Parliament. Such institutions enjoy higher autonomy, assured funding, and functional independence.

Well-known INIs include Indian Institutes of Technology, All India Institutes of Medical Sciences, and Indian Institutes of Management. However, Auroville’s proposed INI status is not based on academic excellence alone.

The committee noted that Auroville deserves recognition for its civilisational, cultural, and international significance, rather than for education or research functions.

Funding Structure and Government Support

The Auroville Foundation currently receives annual grants from the Central Government as mandated under the Auroville Foundation Act, 1988. These grants are routed through the Ministry of Education.

The funds support the maintenance, administration, and development of the township. While Auroville also generates income through internal economic activities, government grants remain a major funding source.

The committee recommended exploring long-term funding mechanisms instead of year-to-year grants to ensure financial stability.

Auroville and Its Global Vision

Visa Norms and International Character

Auroville has residents from over 50 countries, making it one of the most internationally diverse communities in India. To support this character, the Ministry of External Affairs has put in place a special visa regime for foreign residents.

The Parliamentary panel strongly recommended the continuation of the five-year visa norm. The committee stated that relaxing or altering this provision could weaken Auroville’s international identity.
