ADB Approves $109.97 Million Loan to Boost Skill Development in Gujarat: Gujarat has taken a major leap forward in transforming its workforce capacity. With a new partnership between the Asian Development Bank (ADB) and the state’s Labor Department, nearly $110 million will now be invested in a fresh skills development program. This program, anchored by Kaushalya: The Skill University, is designed to train a modern, inclusive, and competitive workforce.

The support comes at a time when Gujarat is rapidly evolving as a key industrial and manufacturing hub. This new investment not only improves education and training but also ensures that the workforce is ready for global challenges and technological advancements.

What makes this program different?

Unlike past efforts, this initiative is results-driven. That means the loan funds will be released only when Gujarat achieves specific outcomes. These include higher student employability, better governance at the university level, and quality faculty development. It aligns well with the goals set by the National Education Policy (NEP) 2020 and Gujarat’s Skill Development Plan (2025–2030).

The program covers high-growth sectors like automotive, IT, logistics, healthcare, renewable energy, and agri-tech. These areas are expected to generate huge employment opportunities in the coming years.

How the funds will be used?

A key intervention will be the upgrade of 11 mega ITIs (Industrial Training Institutes). New Centers of Excellence will also be created. The training model follows a hub-and-spoke approach, with Kaushalya University at the center and private training partners forming the network.

Courses will be designed in collaboration with industry leaders to ensure they reflect real-time industry needs. Over 175,000 disadvantaged youth will benefit from training, and at least 60,000 students will graduate with advanced technical skills by 2030.

An important focus is on gender empowerment. The program aims to boost female participation in STEM (Science, Technology, Engineering, and Math) fields, especially in technical trades. Infrastructure created under this project will be climate-resilient, supporting sustainable and green development goals.

These developments also align with India’s broader targets under the United Nations Sustainable Development Goals (SDGs). Additionally, Gujarat becomes a leading example for replicable skill models that can be adopted across other Indian states.
