CPCB Introduces Blue Category for Environment-Friendly Industries: In a major shift towards promoting sustainable industry practices, the Central Pollution Control Board (CPCB) has introduced a brand-new classification—the Blue Category. This category stands apart from the usual Red, Orange, and Green zones used to assess industrial pollution levels. But what makes Blue different? It’s not about how polluting an industry is, but how much it helps the environment. Sectors like waste-to-energy plants, biomining, and compressed biogas (CBG) plants are now in the spotlight for their role in solving environmental problems.
Why the Blue Category Was Needed
Traditionally, industries were classified based on a Pollution Index (PI), with Red being the most polluting (PI > 80) and Green the least (PI ≤ 25). However, this didn’t always reflect the contribution of industries that manage pollution themselves. For example, waste-to-energy plants were ironically listed in the Red Category due to their PI score of 97.6, despite their valuable service of converting waste into energy. Recognizing this paradox, CPCB created the Blue Category to reward industries that may generate emissions but also provide critical environmental services.
Who’s Included and What They Get
Industries that turn municipal waste into compressed biogas, manage landfills through biomining, or run clean energy systems now fall under the Blue banner—if they meet certain environmental criteria. One major benefit is an extended consent validity. While other industries may get five years to operate under CPCB rules, Blue Category firms get seven years, acknowledging the long-term nature of their environmental contributions.
But here’s the catch: not every plant qualifies. Only those using eco-friendly inputs like agro-residue or municipal solid waste will be considered. CBG plants using industrial waste are still classified as Red due to their potential hazards.
Streamlining Green Approvals
In a significant regulatory update, industries with prior Environmental Clearance (EC) will no longer need to apply separately for Consent to Establish (CTE). This simplifies paperwork and supports quicker rollout of eco-projects. In fact, industries under the White Category—considered non-polluting—are fully exempt from both CTE and Consent to Operate (CTO).
To ensure genuine eco-efforts, a verification system will be used. Industries must demonstrate environmental performance, such as clean energy use or waste reduction, to qualify for the benefits. A CPCB committee will review these efforts before granting longer-term permissions.
