Tamil Nadu Elevates Seven Town Panchayats to Municipality Status Amid Urban Expansion : In a major push for urban development, the Government of Tamil Nadu has officially upgraded seven town panchayats into municipalities. These include Polur, Chengam, Kanniyakumari, Sankagiri, Kothagiri, Avinashi, and Perundurai. The upgrade is part of the state’s broader urban strategy aimed at improving service delivery, infrastructure, and local governance in rapidly growing towns.
Governance Framework Under Urban Local Bodies Act
The move comes under the ambit of the Tamil Nadu Urban Local Bodies Act, 1998, which provides legal authority for restructuring urban local bodies (ULBs) based on demographic and infrastructural parameters. This legislation enables the state to adjust administrative boundaries in response to growing urbanisation, industrialisation, and the demand for better civic amenities.
Rise in Municipal Entities and Future Mergers
In the last four years, Tamil Nadu has added 10 new municipal corporations and 31 municipalities, highlighting the state’s swift urban transition. A proposal is also under consideration to merge 149 village panchayats, 4 municipalities, and 5 town panchayats into 16 existing municipal corporations. If approved, this would significantly transform the state’s urban governance landscape.
Projected Administrative Structure Post-Merger
Upon successful completion of the ongoing mergers and upgrades, Tamil Nadu will house a total of 25 municipal corporations (including the Greater Chennai Corporation), 146 municipalities, and 491 town panchayats. This expansion aims to strengthen administrative efficiency, streamline civic services, and promote planned urban growth in both industrial clusters and semi-urban zones.
