PM-JANMAN Package: Empowering India’s Most Vulnerable Tribes: Launched in November 2023, the PM-JANMAN package represents a dedicated push to uplift Particularly Vulnerable Tribal Groups (PVTGs) in India. These communities, often living in remote, forested, or hilly regions, have long remained outside the mainstream development net. Through this initiative, the government aims to saturate basic services such as housing, drinking water, and roads across all PVTG habitations. The scheme covers 75 PVTG communities spread over 18 states and 1 Union Territory, marking a historic effort towards inclusive growth.
The Mission’s Origins: A Timely Launch
The PM-JANMAN package was formally announced on 15th November 2023, aligning with Janjatiya Gaurav Divas, a day that celebrates tribal contributions to the nation. The initiative stems from the Union Budget 2022–23, which proposed the Pradhan Mantri-PVTG Development Mission. Backed by a robust financial allocation of ₹24,104 crore, with a central share of ₹15,336 crore, the scheme underlines the government’s commitment to tribal welfare.
What the Scheme Aims to Achieve
At its heart, PM-JANMAN seeks to transform the living conditions of the most marginalised tribal populations. The focus is on comprehensive development—going beyond infrastructure to cover healthcare, education, and livelihoods. By ensuring 100% access to essential services, the programme aims to eliminate long-standing development gaps.
How the Package Works: Key Components
The scheme revolves around 11 strategic interventions tailored to tribal needs. Housing support is provided under the Pradhan Mantri Awas Yojana-Gramin, while clean drinking water reaches villages through the Jal Jeevan Mission. For healthcare, mobile medical units are deployed via the National Health Mission. Further, the scheme funds the construction of Anganwadi Centres and hostels to improve education and childcare. Solar energy is also being introduced to electrify tribal homes, especially in areas where grid connectivity is challenging.
Implementation Updates: Overcoming Initial Delays
The scheme is being executed under the guidance of the Ministry of Tribal Affairs, in partnership with nine other ministries and state governments. Initially, the process faced bottlenecks due to data requirements on the PM-GatiShakti portal. However, those hurdles were soon cleared, and by November 2024, over 4 lakh homes had been sanctioned—demonstrating strong momentum.
Long-Term Vision and Goals
Running from 2023–24 to 2025–26, the PM-JANMAN package is a medium-term mission with long-term impact. It aims to permanently uplift tribal regions, ensuring a future where PVTG communities can thrive without depending solely on state support. Timely execution and proper utilisation of resources remain at the core of the strategy.
