Puducherry joins the digital drive
National e-Vidhan Application goes to Puducherry: The Union Territory of Puducherry is now gearing up to adopt the National e-Vidhan Application (NeVA), a major leap toward making legislative processes digital and paperless. With this, Puducherry becomes one of the latest regions in India to move toward fully digitized Assembly operations. This is a big step in India’s vision of modernizing democratic institutions through technology.
Interestingly, Nagaland was the first state in India to implement NeVA successfully. This made headlines when it became a role model for other states and UTs. It showed how even smaller states could take the lead in embracing digital change.
What is NeVA?
The National e-Vidhan Application (NeVA) is a project driven by the Ministry of Parliamentary Affairs (MoPA). The main idea behind it is to digitize and streamline all legislative procedures across India’s 37 State and UT legislatures. The concept of ‘One Nation – One Application’ stands at its core. This means every legislative house in the country will eventually use the same platform for managing documents, proceedings, and legislative workflows.
NeVA eliminates the need for printed papers during legislative sessions. Instead, everything is available digitally, from questions and answers to bill drafts and reports.
Smart use of MeghRaj cloud
To make this work smoothly, NeVA is hosted on MeghRaj, the cloud infrastructure provided by the National Informatics Centre (NIC). MeghRaj allows the Chairperson of the House to conduct sessions in a fully digital format, without physical documents cluttering the desk. Everything runs via tablets and screens, offering convenience and better management of time and resources.
This also aligns with India’s growing focus on e-Governance, where paperless functioning and real-time accessibility are becoming the norm in many government departments.
How the funding works?
NeVA follows a centrally sponsored funding model, which means the Central Government shares the cost with the State or UT governments. This ensures that smaller or less-resourced regions like northeastern states or union territories also get the financial support needed to adopt NeVA.
As a result, all state assemblies, whether large or small, rich or developing, get a fair opportunity to go paperless and join the digital legislative framework.
Real-world impact
Imagine a day where every state assembly in India functions without a single sheet of paper. Minutes of meetings, voting records, and member speeches are all digitized, stored securely in the cloud, and accessible from anywhere. That day is not far off, and NeVA is leading the way.
Even for a small assembly like Puducherry’s, this means faster operations, better data storage, and environmental savings by reducing paper waste.
