A Landmark in Indian Education
Mizoram Becomes India’s First Fully Literate State: Mizoram has officially become the first fully literate state in India, with a literacy rate of 98.20%, as per the Periodic Foundational Literacy Survey (PFLS) 2023–24. The announcement was made by Chief Minister Lalduhoma in Aizawl, highlighting years of focused governance and community engagement in literacy promotion.
Strong Historical Foundation
Since attaining statehood in 1987, Mizoram has consistently ranked among the top states in education. According to the 2011 Census, the state already had a literacy rate of 91.33%, a testament to its sustained emphasis on education. This foundation made Mizoram well-positioned to implement programs that could close the remaining literacy gap.
ULLAS: Transforming Adult Literacy
The ULLAS – Nav Bharat Saaksharta Karyakram, launched under the National Education Policy (NEP) 2020, played a pivotal role in this achievement. It focuses on adult literacy (15+ years) and includes foundational literacy, critical life skills, vocational training, and continuing education. Running from 2022 to 2027, it has been instrumental in reaching last-mile learners.
Ground Survey and Volunteer Commitment
In 2023, a door-to-door survey across Mizoram identified 3,026 non-literate adults, of which 1,692 enrolled in learning programs. The success depended greatly on 292 volunteer teachers, including students, educators, and government staff, who showed a strong sense of Kartavya Bodh (duty consciousness) in helping others achieve literacy.
National Benchmark and Future Vision
While Ladakh had earlier achieved 100% literacy in June 2024 as a Union Territory, Mizoram becomes the first full-fledged state to reach this milestone. It sets a precedent for other Indian states, showing that universal literacy is achievable with sustained planning, technology-enabled teaching, and community involvement.
