Complementing this, the Pudhumai Penn Thittam aids girl students from Classes 6 to 12 in government and aided schools, offering them ₹1,000 monthly. Safe Spaces for Working Women
With rising numbers of women joining the workforce, the government responded through the Thozhi Viduthigal Thittam, a scheme providing secure hostel accommodation. Currently, 13 hostels with 1,303 beds are operational across the state. These hostels are equipped with round-the-clock security and medical facilities, along with internet access, making them ideal for working women seeking safe, affordable living conditions in urban areas.
Structural Reforms for Long-Term Inclusion

These include a 40% reservation in government jobs for women and increased maternity leave to support working mothers. Additionally, loan limits for Self-Help Groups (SHGs) have been raised to strengthen women’s economic independence. Through the Tamil Nadu Startup Seed Grant Fund, female entrepreneurs now receive state-backed capital support.
