Uttar Pradesh sets a digital benchmark
Uttar Pradesh leads India in Digital Procurement on GeM: Uttar Pradesh has emerged as a national frontrunner in digital public procurement, setting a new standard through the Government e-Marketplace (GeM). From the financial year 2020–21 to 2024–25, the state has processed a whopping ₹65,227.68 crore worth of orders. This digital leap reflects how strongly Uttar Pradesh has embraced technology in governance.
The state’s remarkable performance drew praise from Union Minister Piyush Goyal, who described UP as a model of transparency and efficiency. The credit largely goes to the complete adoption of GeM by all departments and seamless integration of its procurement systems.
Breakdown of UP’s procurement growth
The procurement value kept rising consistently over the five years:
- ₹4,622.16 crore in 2020–21
- ₹11,286.29 crore in 2021–22
- ₹12,242.48 crore in 2022–23
- ₹20,248.00 crore in 2023–24
- ₹16,828.75 crore in 2024–25
This steady growth showcases the commitment to digital transformation, especially after the reforms made in November 2024. These reforms brought UP’s procurement policy in line with the General Financial Rules (GFR) 2017 and GeM’s terms, leading to 100% departmental usage.
Top departments driving procurement
Among various departments, some stood out with significant spending:
- Urban Development Department spent ₹11,588.28 crore
- Health & Family Welfare followed with ₹9,257.14 crore
- IT & Electronics contributed ₹8,241.60 crore
Other key contributors include the Medical Education, Home Department, and Energy sectors, along with departments like Basic Education, Transport, and Higher Education.
GeM’s national impact and UP’s role
Launched in 2016, GeM is a central digital platform enabling government organizations to buy goods and services efficiently. It now offers more than 11,000 product categories and 330+ services, with over 2.9 crore orders worth ₹14 lakh crore processed across India till FY 2024–25.
UP’s success story is part of this larger transformation. It not only improved transparency and competition but also helped MSMEs by offering them fair chances to supply to the government.
Recognition and future potential
Union Minister Piyush Goyal highlighted that UP’s performance on GeM reflects the vision of a truly Digital India. The model also encourages other states to follow a similar route, especially under the PM’s push for a unified digital marketplace.
UP’s example stands tall as proof that smart digital reforms can lead to efficient governance and fiscal discipline. It has laid the foundation for better public service delivery in the coming years.
